Vietnam’s National Assembly has adopted five landmark laws aimed at advancing science, technology, and innovation (STI), marking a strategic legislative shift to support the country’s digital transformation, industrial growth, and sustainable development. The legislative package includes the Law on Science, Technology, and Innovation; the Law on Digital Technology Industry; amendments to the Law on Product and Goods Quality; amendments to the Law on Standards and Technical Regulations; and the revised Law on Atomic Energy. All five were draughted under the guidance of the Ministry of Science and Technology.
The Law on Science, Technology, and Innovation grants researchers and institutions ownership and commercialisation rights over their research outcomes, potentially contributing up to 3 per cent of GDP growth.
The Law on Digital Technology Industry codifies the “Make in Vietnam” strategy, encouraging local design, production, and technology ownership. For the first time, Vietnam has formally recognised digital assets and has introduced clear regulations concerning ownership, transactions, and cybersecurity.
Revisions to the Law on Product and Goods Quality and the Law on Standards and Technical Regulations introduce a risk-based, data-driven approach to market oversight. The new legal framework enables post-marketing inspection systems, strengthens regulatory accountability, and enhances consumer protection, especially on digital platforms.
The revised Law on Atomic Energy affirms the role of nuclear power as a strategic national energy source, essential for long-term energy security and emissions reduction.
Deputy Minister of Science and Technology Le Xuan Dinh stated that the new laws reflect a long-term strategic vision for national development and demonstrate Vietnam’s commitment to institutionalising innovation as a core pillar of economic progress.
